THE SUPPLIER QUALITY ASSURANCE ORGANIZATION IS COMMITTED TO PROVIDE SUPPORT TO GOODRICH LANDING GEAR AND ITS SUPPLIERS NECESSARY TO INSURE RECEIPT OF PURCHASED PRODUCT THAT MEETS OR EXCEEDS CUSTOMER REQUIREMENTS. OUR FOCUS WILL BE ON PREVENTION BY WORKING WITH SUPPLIERS TO CONTINUALLY IMPROVE QUALITY SYSTEMS AND PRODUCT.
 
INTRODUCTION
Goodrich Landing Gear is the leading producer of aerospace landing gear components, assemblies and associated hydraulic systems. Our production of world class landing systems is based largely on a network of approved purchased product suppliers located throughout the world. These suppliers have been selected and approved based on their ability to meet Goodrich Landing Gear's highest standards in supplier quality systems and product. Goodrich Landing Gear approval and quality oversight of approved suppliers is performed by the Supplier Quality Assurance (SQA) organization representing all Goodrich Landing Gear sites including:

SUPPLIER QUALITY ASSURANCE RESPONSIBILITIES
The Supplier Quality Assurance organization is responsible for effectively and economically assuring that supplied production material complies with all Goodrich Landing Gear, customer and regulatory requirements. The functional responsibilities of the organization are:
  • Develop, implement & maintain quality policies, procedures & system requirements for control, approval, and surveillance of suppliers.
  • Evaluate the quality systems & capabilities of potential suppliers or processors for compliance to Goodrich Landing Gear requirements.
  • Perform oversight and control of approved suppliers & processors to insure on-going compliance to requirements and promote continuous improvement.
  • Insure that supplier approvals and limitations are maintained and reported (approved supplier/processor listings).
  • Provide primary liaison between Goodrich Landing Gear and suppliers on quality issues.
  • Perform source inspection at supplier's facility.
  • Develop, implement & maintain Certified Supplier and Delegated Inspection policy, procedures, and program for purchased product.
  • Measure and report supplier quality performance.
  • Monitor corrective action & improvement plans with suppliers. Perform reviews to insure effectiveness.
  • Support customer requests concerning purchased parts, supplier quality systems, and Goodrich Landing Gear SQA policy / procedures.
  • Provide training for Goodrich Landing Gear and supplier personnel on purchased product and supplier approval requirements.
  • Maintain supplier quality records.
SUPPLIER QUALITY ASSURANCE ORGANIZATION
The SQA organization consist of Supplier Quality Manager and Supplier Quality Representatives (SQR's).

An individual SQR is assigned to each approved supplier and processor. The SQR is responsible to support assigned suppliers and processors to meet Goodrich Landing Gear requirements. 

Certain SQR's have been assigned as business site "SQA Focal Points". These individuals provide SQA interface with other departments within Goodrich Landing Gear, ensure SQA policy and procedure implementation and compliance at each site. See organizational chart.
 

REQUIREMENTS FOR SUPPLIER APPROVAL
The Goodrich Landing Gear requirements for a supplier quality system and the basis for approval is contained in the document " GoodrichA-9000". This document is contractually required through purchase order reference of the Goodrich Landing Gear "Document 300", see below, which incorporates A-9000. 

SQA will approve suppliers when requested by Goodrich Landing Gear Purchasing or Management. Approval is generally the result of an initial survey and periodic system audits by the SQA organization. ISO registration & approval status with other major aerospace companies will be taken into consideration.

There are presently a total of four Goodrich Aerospace divisions that use the A-9000 as the basis for supplier quality system requirements and approval. Approval by Aircraft Wheels & Brakes, Aerostructures Group or Aircraft Evacuation Systems can be used for an approval by the Landing Gear Division. Formal approval by Goodrich Landing Gear is required.
 

REQUIREMENTS FOR PROCESS SOURCE APPROVAL
When required, suppliers must have special processes performed by approved sources. These sources must always be approved by Goodrich Landing Gear and must also be approved Goodrich Landing Gear customer when required. Goodrich Landing Gear Approved Processor Listing is "M&P-200".

SQA will approve process sources when requested by Goodrich Landing Gear Purchasing or Management. Evaluation will not begin unless approval is required for support of a Goodrich Landing Gear site or if a supplier initiates an approval request through Purchasing. Approval may be denied due to present available process support and/or economic impact of the approval process.

Approval is generally the result of an initial survey and periodic quality system and process compliance audits by the SQA organization. Goodrich Landing Gear Material & Process Technology Engineering will support approval activity as required. ISO registration, approval status with other major aerospace companies, and process approval by third party agencies will be taken into consideration.
 

PRODUCT QUALITY REQUIREMENTS
Goodrich Landing Gear "Document 300" and its different sub-sections provide product quality requirements specific to the Landing Gear Division. This document is invoked by direct reference on the purchase order. No deviation from these requirements is permitted unless specifically authorized in writing by the applicable purchasing agent with written concurrence of Goodrich Landing Gear Quality Assurance. Requests for deviation should be routed through applicable Buyer or Supplier Quality Representative.

A general overview of several of the more commonly discussed requirements is provided below. For detailed requirements see A-9000, Document 300 and applicable sub-sections.

Manufacturing Plans
Manufacturing plans should be maintained for all items produced per Goodrich Landing Gear, customer, or supplier controlled designs. Unless otherwise required by engineering specification, plans for items where Goodrich Landing Gear or its customer controls the design and where items are 180KSI or greater, are to be submitted through appropriate Buyer for Goodrich Landing Gear Material & Process Technology Engineering approval prior to manufacturing. Submittal is to include heat treat, shot peen, and NDT technique sheets. Unless otherwise required by engineering specification, changes to manufacturing plans are to be submitted except for allowed revisions noted below:
a) Revision of operations prior to heat-treat.
b) Routing revisions that do not move an operation's relationship to (before or after) heat treat or routing revisions that do not involve NDT, stress/embrittlement relief and/or processing operations.
c) Revision that incorporates engineering drawing/specification requirements or changes.
d) Clarifications or clerical error corrections.

Product Identification
All product identification (including permanent etching) is to be clearly legible after final surface coatings (including prime and paint) unless specifically allowed by engineering specifications. 
Identification of final product is to include inspection status (acceptance stamp).
Part identification is to be a part of the final inspection requirements.

First Article Inspection
A First Article Inspection is to be performed on all production hardware, reference A-9000, Section 10. Items applicable to SQAR Document 300-4, Assemblies or Machined/Formed Detail Components and SQAR Document 300-6, Forgings, Castings, Swagings, Raw Material, require Goodrich Landing Gear source inspection and complete FAI Report with support documentation to accompany product shipment. Other items are to have evidence of FAI available for review as required.
A FAI is to be documented the first time a supplier produces a part number and for each "build to print" item within an assembly. "Delta" FAI documents are required for any subsequent engineering changes. All FAI forging qualification data must be reviewed and approved by Goodrich Landing Gear Material & Process Technology Engineering prior to SQA acceptance of the FAI. Goodrich Landing Gear customer approval is required when applicable.

Product Certification
A Certificate of Conformance is required with each shipment. Subsequent to the submittal of the FAI Report and support documentation package, a "C of C" is the only certification required to accompany each shipment. Suppliers are required to maintain all applicable inspection records and certifications in such a manner that they may easily be retrieved and provided upon request from Goodrich Landing Gear.
 

NONCONFORMING MATERIAL
Nonconformances that cannot be reworked or repaired within the normal drawing tolerance, applicable specification or special process shall be reported to Goodrich Landing Gear for MRB review and disposition. Discrepancies are to be reported on applicable Goodrich Landing Gear rejection forms and forwarded to the applicable Buyer. This does not include items that the supplier controls the design.

Nonconforming material shall be controlled per the requirements of A-9000 Section 13 and the supplier's approved quality system.
Nonconforming material is not to be shipped until Goodrich Landing Gear MRB disposition is complete and each step has been acceptance stamped by the supplier on a copy of the Goodrich Landing Gear rejection tag. Quality Assurance or the MRB must authorize any material shipped on an "open" tag.
 

FORMS
SQA is in the process of developing supplier quality forms that will be common to all Goodrich Landing Gear sites. Each form will be available in an electronic version on this Internet site. Until this task is completed, suppliers are to use the forms for each applicable site or their equivalent. 
 
CERTIFIED SUPPLIER PROGRAM
SQA will evaluate and approve Certified Suppliers. A supplier whose six-month quality rating equals or exceeds 96%, or maintains a 100% quality rating for three consecutive months is eligible for consideration as a Certified Supplier. Other areas that are reviewed include a) individual quality system approval status and/or limitations, b) product type, complexity, criticality, etc., c) implementation of Advanced Quality Systems, & d) customer requirements/concerns.

Quality Performance Rating is based on product activity and quality system activity. It is measured monthly and will be reported quarterly. Product score is number of lots received versus number of lots rejected by Goodrich Landing Gear plus number of pieces received versus number of pieces rejected by Goodrich Landing Gear divided by two. The system score is derived by deducting points from a 100 score for incorrect documentation, corrective action requests, delinquent corrective action responses, audit detected deficiencies, escapes to Goodrich Landing Gear assembly, and escapes to Goodrich Landing Gear customers. The two scores are added together and divided by two.
